STRATHBOGIE Shire is not alone: numerous councils across Victoria have been dismissed and assigned municipal monitors, with tensions between council administrations and councillors often contributing to turmoil inside council chambers.
Phil Shanahan, a local government consultant who has worked with 60 of Victoria’s 79 councils, told The Euroa Gazette the sector appears to be at a low point.
